[gitlab-ci] Add clang-tidy to the smoke-test

Florian Schmaus requested to merge flow/mazstab:clang-tidy-in-smoke into main

As always, clang-tidy is one of the longest running jobs. Hence it probably makes more sense to execute it in the smoke-test stage, to get feedback about it early. Even though, that makes the smoke test stage no longer a real smoke test stage. :)
