Automatic dcm2nii and logfiles

Moritz Fabian requested to merge dcm_2_nii_and_merge_and_logfile_MF into main

added a function, which can be called in the command line or be implemented in the loadGUI. It converts interoperability dcm images to nii's, merges them and creates .log files for CEST measurement from the WipWEM Block in the dcm headers.

Parts of the code in dcm2nii_and_log_VA5060.m are going to be reviewed by MF and MZ before merging
